My Sim can't call a neighbor over because that neighbor's name isn't showing
up as an option on the menu. Why?
Because your Sim hasn't met that neighbor in person yet. Sims can only
call over people who they have met at least once. So if you want a neighbor's
name to appear as an option when a Sim wants to call him over, you have
to make that Sim greet/ meet him first. You can do that by either waiting
for the neighbor to drop by for a visit; going Downtown (if you have Hot
Date) and trying to meet the neighbor there; or waiting for the neighbor
to walk past the house. (You'll notice that at various times of the day,
random neighbors will walk past the house.) If you see the neighbor, just
click on him and choose "greet." Afterwards, his name should show up on the call list next time your Sim picks up the phone.
